Department Sections

The Secretariat Excise & Taxation Department is organized into six sections covering administration, taxes, excise matters, budget and accounts, and general coordination.

Six Sections of the Department

The department has six Secretariat sections. Each section handles a focused set of administrative, taxation, excise, finance, and coordination responsibilities.

Administration-I

Handles officer service matters, records, postings, promotions, seniority, and related litigation.

Administration-II

Supports establishment matters including discipline, transfers, promotions, seniority, and litigation.

Taxes

Deals with tax records, collection, targets, exemptions, appeals, and performance evaluation.

Excise

Handles excise court cases, narcotics meetings, license appeals, complaints, and excise activities.

Budget & Accounts

Manages budgets, reconciliations, audit work, financial discipline, and procurement-related matters.

General

Coordinates assembly business, directives, meetings, secretariat staff, protocol, and training matters.

Administration

Administration-I and Administration-II

The administration sections manage service records and establishment matters for officers and department staff. Their responsibilities overlap in areas such as disciplinary proceedings, transfers, promotions, seniority, and litigation.

Administration-I

  • Service records and personal files for officers in BS-16 and above.
  • Disciplinary proceedings against officers.
  • Inter-directorate transfers and postings.
  • Promotion and move-over cases for BS-16 and BS-17 officers.
  • Seniority lists for Directors, ETOs, and AETOs.
  • Litigation matters relating to gazetted officers.

Administration-II

  • Disciplinary proceedings and establishment matters.
  • Inter-directorate transfers and postings.
  • Promotion and move-over cases.
  • Maintenance of seniority lists.
  • Litigation and related correspondence.

Revenue and Enforcement

Taxes Section and Excise Section

The Taxes Section deals with records, tax collection, targets, appeals, exemptions, and performance evaluation. The Excise Section handles excise-related court cases, license appeals, narcotics meetings, complaints, and field activity records.

Taxes Section

  • Record and collection of various taxes.
  • Appeal cases other than excise enactment matters.
  • Court cases against the Excise and Taxation Department.
  • Distribution of tax targets and performance review against collection.
  • Exemption cases for Motor Vehicle Tax, Entertainment Duty, and Infrastructure Cess.
  • Tax proposals, amendments, outstanding dues, and IPCC matters.

Excise Section

  • Court cases relating to excise crime and wine shops.
  • Arrangements for narcotics meetings.
  • Monthly drug detection records.
  • Appeals for cancellation or suspension of liquor and wine shop licenses.
  • Complaints about illegal sale of liquor.
  • Excise activities and Malkhana matters.

Finance and Coordination

Budget & Accounts Section and General Section

Budget & Accounts focuses on financial control, reconciliation, audit, budgets, contracts, and development programme matters. The General Section manages departmental coordination, directives, meetings, protocol, and office administration.

Budget & Accounts

  • Distribution of budget among regional directorates.
  • Revenue, receipt, and expenditure reconciliation.
  • Audit paras, DAC/PAC matters, audit and inspection reports.
  • Budget calendar, receipts, excess and surrender lists, and SNE proposals.
  • Annual Development Programme and office accommodation matters.
  • Contracts for number plates, registration books, and tax token stickers.

General Section

  • Assembly questions and government business.
  • Directives from the President, Prime Minister, Governor, and Chief Minister.
  • Secretariat staff establishment matters.
  • Cabinet, monthly review, and other meeting arrangements.
  • DDO matters, devolution process, office maintenance, and vehicle pool.
  • Protocol, inter-department interaction, and training matters.
